A new report presented to the San Francisco Board of Supervisors and obtained by the Bay Area Telegraph reveals the San Francisco Police Department (SFPD) is grappling with a staggering staffing shortage that could have major public safety implications for the city.
The staffing analysis found that SFPD needs an additional 600 sworn officers and 227 more civilian professional staff members to be properly staffed. The report states the current sworn officer headcount of 1,474 is far below the recommended level of 2,074.
“The results of the updated 2024 analysis indicate the San Francisco Police Department has a significant staffing deficit for both sworn and civilian professional staff,” the report bluntly states.
The largest deficits are in the Field Operations Bureau, which patrols the streets, and the Bureau of Investigations, which handles cases and criminal intelligence. Field Operations needs 429 more officers, while Investigations requires 69 additional detectives and investigative staff.
The staffing crisis has forced SFPD to spend tremendous amounts of money on overtime just to maintain basic services. SFPD’s original overtime budget for this fiscal year was just $41.3 million, but the projected actual overtime spending is now $93 million – over double the budgeted amount.
The excessive overtime spending and staffing gaps come at a time when San Francisco continues to grapple with high-profile issues like drug dealing, retail theft, and general public safety concerns raised by residents and businesses.
The report concludes that SFPD must ramp up efforts to recruit and retain officers through improved hiring processes, staffing support roles like police service aides, and better use of data and technology. Whether the City will allocate the funding required to properly staff the police department remains an open question.
