
Contra Costa County leaders say they’re preparing to issue temporary grocery debit cards to every CalFresh enrollee in the county — about 107,000 people — to blunt the effects of the federal SNAP freeze during the government shutdown.
The plan, reported over the weekend by KTVU, would tap up to $21 million in county reserves for November and is slated for a Board of Supervisors vote on Tuesday.
Why this is happening now
USDA has told states they can’t load November CalFresh benefits while the shutdown continues, creating immediate uncertainty for families who rely on EBT to buy food.

Contra Costa’s Employment & Human Services Department (EHSD) has posted the same warning, noting counties can’t add money to EBT cards until federal funding is restored. That’s the gap the county’s stop-gap debit cards are meant to fill.
What the county is proposing
Supervisor John Gioia said the county will declare a local emergency and, pending Tuesday’s vote, distribute temporary grocery debit cards with values “similar to a family’s existing benefit.” For a typical three-person household, Bay City News cited an average monthly benefit of about $573.

Officials said distribution would happen at four EHSD offices: Richmond (1305 MacDonald Ave.), Hercules (151 Linus Pauling Dr.), Pleasant Hill (400 Ellinwood Way), and Antioch (4545 Delta Fair Blvd.). Exact start dates and operating hours are still to be announced.

County statements and weekend coverage do not describe a separate application; officials repeatedly frame the cards as a temporary bridge for current CalFresh enrollees, with details coming through official county channels once the Board acts. Food banks and pantries are ramping up distributions for November. The Food Bank of Contra Costa & Solano maintains a “Find Food” locator, and the county has said food boxes will be available at the same four EHSD sites beginning this week for families in need — including those not on CalFresh and regardless of immigration status.
