Nearly 1,500 Homes Could Be Coming to 3 Pleasanton Properties
PLEASANTON, CALIFORNIA — Three commercial properties in Pleasanton could get a new future as housing sites, under proposed zoning changes headed to the city’s Planning Commission.
The changes would create capacity for up to 1,438 net new homes across approximately 30 acres, according to Pleasanton Weekly’s reporting on the city’s agenda report.
But there’s a distinction for neighbors: rezoning would allow future housing proposals. It would not approve construction of those homes.
Which Properties Are Involved?
One site is Hacienda West, located at 3825 and 3875 Hopyard Road. Another is Metro 580, at 4515 Rosewood Drive. The third property is at 5960 Inglewood Drive.
City officials identified the three locations when Pleasanton reached a housing settlement last year.
The properties currently contain commercial offices and retail uses, with businesses and residential neighborhoods around them. Proposed housing densities range from 30 to 60 homes per acre, depending on the site.
Why Pleasanton Is Considering the Change
The proposal follows a June 2025 settlement with the Housing Action Coalition, which challenged the adequacy of Pleasanton’s housing plan.
The dispute centered partly on whether properties already occupied by businesses were realistic places to accommodate future housing.
Pleasanton’s 2023-2031 Housing Element received state certification in September 2023. The city’s assigned housing allocation for that planning period is 5,965 homes, including 2,758 for lower-income households.
The city disagreed with the coalition’s assessment but approved the settlement to avoid litigation.
What Happens Next?
The Planning Commission is scheduled to consider recommendations to the City Council at 7 p.m. Wednesday, September 9.
The package includes changes to land-use designations, zoning and design standards governing features such as building height, setbacks and landscaping.
Any development proposed by a property owner would undergo separate review. For now, the 1,438-home figure describes potential zoning capacity, rather than an approved building schedule.
